>> reporter: the government assault on aleppo is strangling the city. u.n. officials say some 200,000 people have fled aleppo in the last two days alone. syrian troops seemed determined to drive the rebels out of this city along with many of its 3 million residents. the rebels are trying to fight back. but the rebels aren't completely defenseless. they filled gas canisters with shrapnel to make their bombs more deadly then spread fertilizer on the floor and add aluminum powder. now it's a dangerous mix. as they fill the canisters with the explosive, tiny, combustible particles float in the air. one spark and it'll all go up. these are crude bombs but as rebel internet videos show they're powerful. yet it's civilians suffering the most here. we've seen government troops shelling civilian areas indiscriminately. this doctor is the only surgeon for 70,000 people. he's trying to stay neutral.

Singing the Blues: August Will Be a Blue Moon Month

The month of August brings us not one, but two full moons. The first will kick off the month on Wednesday (Aug.1), and will be followed by a second on Aug. 31.

Some almanacs and calendars assert that when two full moons occur within a calendar month, the second full moon is called a "blue moon."

The full moon that night will likely look no different than any other full moon. But the moon can change color in certain conditions.?

After forest fires or volcanic eruptions, the moon can appear to take on a bluish or even lavender hue.? Soot and ash particles, deposited high in the Earth's atmosphere, can sometimes make the moon appear bluish. Smoke from widespread forest fire activity in western Canada created a blue moon across eastern North America in late September 1950. In the aftermath of the massive eruption of Mount Pinatubo in the Philippines in June 1991 there were reports of blue moons (and even blue suns) worldwide. [Infographic: Blue Moons Explained]

Origin of the term

The phrase "once in a blue moon" was first noted in 1824 and refers to occurrences that are uncommon, though not truly rare. Yet, to have two full moons in the same month is not as uncommon as one might think.? In fact, it occurs, on average, about every 2.66 years.? And in the year 1999, it occurred twice in a span of just three months.?

For the longest time no one seemed to have a clue as to where the "blue moon rule" originated.? Many years ago in the pages of Natural History magazine, I speculated that the rule might have evolved out of the fact that the word "belewe" came from the Old English, meaning, "to betray."? "Perhaps," I suggested, "the second full Moon is 'belewe' because it betrays the usual perception of one full moon per month."?

But as innovative as my explanation was, it turned out to be completely wrong.

More mistakes

It was not until that "double blue moon year" of 1999 that the origin of the calendrical term "blue moon" was at long last discovered.? It was during the time frame from 1932 through 1957 that the Maine Farmers' Almanac suggested that if one of the four seasons (winter, spring, summer or fall) contained four full moons instead of the usual three, that the third full moon should be called a blue moon.?

But thanks to a couple of misinterpretations of this cryptic definition, first by a writer in a 1946 issue of Sky & Telescope magazine, and much later, in 1980 in a syndicated radio program, it now appears that the second full moon in a month is the one that's now popularly accepted as the definition of a blue moon.????

This time around, the moon will turn full on Aug. 31 at 9:58 a.m. Eastern Daylight Time (6:58 a.m. Pacific Standard Time), making it a blue moon.

However, there is an exception: for those living in the Kamchatka region of the Russian Far East as well as in New Zealand, that same full moon occurs after midnight, on the calendar date of Sept. 1. So in these regions of world, this will not be the second of two full moons in August, but the first of two full moons in September. So, if (for example) you reside in Petropavlovsk-Kamchatsky or Christchurch, you'll have to wait until September 30 to declare that the moon is "officially" blue.

Blue Moon/New Moon

While we've assigned the name blue moon to the second full moon of the month, it seems that we have no such name for the second new moon of the month.? Nonetheless, these opposing phases seem to be connected with each other. For if two new moons occur within a specific month, then in most cases, four years later, two full moons will also occur in that very same month.?

As an example, there were two new moons in August 2008. Now, four years later, August 2012 will be graced with two full moons.

The next time we will see two full moons in a single month comes in July 2015 (July 1 and 31). But if you still have a calendar leftover from last year, check the month of July.?

You'll find that there were two new moons on the 1st and the 30th.

Research has suggested several methods of preventing Alzheimer?s ? my personal favorite being any kind of puzzle or brainteaser ? but recently came up with an even simpler solution. Just have a conversation with someone else. Surprised? Well, kinda. I wasn?t expecting something so easy, but it makes perfect sense. Negotiating a conversation requires a whole slew of processing activities that exercise just about everything that can be exercised in your gray matter. Have enough conversations and eventually a relationship will form, making the entire thing even more complicated.

Relationships range over an endless spectrum of closeness, intimacy, security, honesty, shared experience, shared interest (and so on and so forth, forever and ever, amen) and are built and sustained for any number of reasons. In the broadest sense, I would categorize relationships in two ways ? those of choice, and those of non-choice (or maybe baggage would be a good way to put it ? those people in your life that you don?t get to have a say about ? they?re there whether you want them or not). Even this division of relationships is inadequate because there is too much cross-over. Both categories can include friends, family, significant others, acquaintances, co-workers, bosses, nosy kids, well-intentioned matriarchs, or the check-out clerk at the store you always go to and somehow always end up in their line. Moreover, every relationship changes its status continually, and an acquaintance of convenience can turn into your best friend at the slightest prompting, or your hairdresser can help you solve all your life problems. Nothing is static and everything must be continually renegotiated.

I have plenty of relationships of non-choice in Peace Corps. I didn?t choose my country of service, my job, the other PCVs in my group, my village, my host family, or pretty much anything else concerning the basics of my life here. In general, relationships of non-choice require diplomacy, some degree of going along to get along, and as much patience and level-headedness as you can muster. Once the beginning phase of a non-choice relationship has passed (usually marked by the recession or complete disappearance of awkwardness that comes with forced interactions), it tends to settle into a formal level of familiarity. These people most likely will never be my best friend, but they will be in my life for better or worse, so let?s aim for better. Brief conversations, basic interactions, and small requests tend to be the extent of my non-choice relationships. Nothing more than what is absolutely required. I don?t put much into the relationship and I don?t get much out of it, but it?s there in case I need to draw on it for something else.

Negotiating choice relationships is much more difficult because they are significantly more dynamic and therefore require a higher level of effort and energy. Choice relationships require an input of compromise, sincerity, sensitivity, and respect, and provide an output of friendship, laughter, connection, and heartbreak. Some choice relationships happen easily and naturally without any added impetus. Some start off one-sided and must be doggedly pursued with monumental effort to produce the desired relationship. Because they are relationships of choice, they are much more valuable and therefore more susceptible to misunderstanding, hurt feelings, and disappointment. The people we care about most are also the ones most likely to cause pain because we put our heart and soul into the relationship. It requires great sacrifice at a great cost, but these relationships are also unavoidably necessary because the benefits, satisfaction, and happiness gained from a good relationship cannot be substituted with anything else.

In my experience, I have found that the necessity of interpersonal relationship transcends cultural differences, but the specific form of the relationship varies greatly. In Samoa, the most important relationship is the family. That is why every PCV in Samoa is ?assigned? a ?host family,? although what happens beyond the official statement is entirely up to personal choice. On top of my host family, I have adopted three chosen families to add to my village connections, and those families are the source of most of my friends. Friendship isn?t quite the same as it is in the States, and I often find myself frustrated with my inability to overcome the cultural differences, or at least absorb them in with the relationship. Friendships are more sporadic; the relationship I have with my best friends in my village doesn?t even compare to the relationship I have with my best friend in Peace Corps, even though I have access to the girls in my village on a daily basis. Everyone here has relationships with everyone else, but they mostly seem to be the kind of relationship where each side puts in as much as they need to in order to get out what they want so that (supposedly) everyone benefits. It?s a very economical way of going about relationships, I?ll give it that, but I find it equally frustrating as it is satisfying.

Relationships are fundamental for life in so many ways. The connections you have with others lead to quantifiable benefits like jobs, networks, and favors, but the immaterial benefits are the most important aspect. The sense of belonging, contribution, personal worth, and happiness that come from connecting with other people is invaluable. Unfortunately, we cannot just start talking to other people and hope to gain all these benefits. Relationships involve more than one person, and not everyone puts in the same effort, or gets back the same returns. It?s a constant give and take, and some people take more than they give. In reality, we don?t have ? or at least shouldn?t have ? the luxury of being selective about who we talk to, who we help, and how. Your responsibility as a human being is to live in relation with other human beings, and when people get picky, it falls apart. Everyone deserves your respect, patience, love, and support ? that is the easiest and hardest way to make the world a better place.

Sen. Inhofe: Obama forced military to abandon ?apolitical stance?

Oklahoma Republican Sen. James Inhofe told The Daily Caller he believes President Barack Obama pressured the military into granting an unprecedented exception to rules that prohibit participation in political activities while in uniform.

The Defense Department authorized a waiver to allow uniformed service members to march in last weekend?s San Diego gay pride parade, overriding a Defense Department directive?s specific rules against uniformed service members? participation in political events.

?The Department of Defense isn?t allowing this to go on, it?s the president,? Inhofe said in an interview with TheDC. ?The secretary of defense answers to the president, and the military answers to the commander in chief. Clearly this is Barack Obama.?

In a letter to Defense Secretary Leon Panetta, Inhofe asked for an explanation of the decision.

?This apolitical stance has served our military well and earned the respect of not just Americans but nations around the world as being a professional organization, set aside from policies and agenda,? Inhofe wrote.

The Pentagon officially said military members could march in their dress blues and whites because the parade was garnering ?national attention.?

This is the first time in Inhofe?s 25 years in Congress the Department of Defense has issued a waiver to override the directive, he said.

Panetta?s decision was immediately criticized by Republicans who suggested the order came from Obama, and not from the Defense Department.

?It?s tied to the very liberal Obama agenda and all signs are there,? Inhofe told TheDC. ?I have no problem with people marching in parades. It?s the uniform that makes the difference. You?re using the uniform to promote an agenda.?

GOP congressional leaders worry the waiver will stifle the military?s ability to keep politics and profession separate.

Big name sponsors of the parade included At&T, Johnson & Johnson, HP and Aetna ? all of which made substantial contributions to Obama?s 2008 campaign. For the majority of the corporations, according to Open Secrets, top donations were made to Democratic candidates as opposed to Republicans.

Two of Obama?s biggest bundlers are executives at Sony, another top sponsor of the parade. According to a Washington Post analysis, one-sixth of Obama?s campaign bundlers are openly gay.

?The sign that he granted a waiver is an admission of the fact that it?s a political event,? a Republican congressional aide told TheDC. ?If it wasn?t a political event, they wouldn?t have admitted a waiver.?

In the past, the military has been given strict and clear guidelines regarding what was permitted while in uniform. Because of this one instance, though, the lines for what is acceptable in the future are blurred and the waiver could be used as a precedent.

?I?m concerned that we could be politicizing the military,? the aide said. ?We just have to be very careful. They take an oath to the Constitution of the United States, not to a party or to a person, and that?s the key.

In 1986, Germany was only able to dispatch them after a penalty shoot-out. The 1986 game against Germany was especially tough to swallow as it was a game they could have easily won.

As the Mexican team continues to improve it is only a matter of time before they will hoist sports biggest trophy - the World Cup. To be in Mexico when that happens would be to experience a party of unparalleled magnitude. As it stands now, whenever Mexico plays even a group game in the World Cup, the country shuts down. And if they happen to win the game, the next day becomes an unofficial holiday. In 1994, Mexico won its opening round group and the president had to come onto national T.V. three days later and beg the people to return to work. Imagine what will happen when they win it all.

(AP) ? Health officials said Tuesday that they are casting a wider net as they look for people who might have contracted hepatitis C from a traveling medical technician accused of causing an outbreak that has infected 30 patients.

Public health director Dr. Jose Montero said testing now is being recommended for anyone who had surgery at Exeter Hospital or was admitted to its intensive care unit from April 1, 2011, to May 25, 2012, when David Kwiatkowski worked in the hospital's cardiac catheterization lab.

Kwiatkowski, who was charged with federal drug crimes last week, is accused of stealing anesthetic drugs from the lab, injecting himself and contaminating syringes that were later used on patients, 30 of whom have been diagnosed with the same strain of hepatitis C Kwiatkowski carries. According to the hospital, he occasionally moved patients to operating rooms or the ICU, but he wasn't involved with procedures or patient care.

"As health care providers, our focus is first and foremost on our patients' care and safety," said Nancy Baese, president of the hospital's medical staff. "We would rather that thousands of our patients be tested by the state even if they all turn up negative than to miss one patient who might have been infected by this alleged criminal."

Testing previously had been recommended for the fewer than 1,300 people who had been treated at the lab since October 2010; the new recommendation covers about 6,000 people, some of whom might have been covered in the previous testing, Montero said. The testing recommendation doesn't include patients of the hospital's ambulatory surgical center.

Kwiatkowski, who was scheduled to make his initial court appearance Monday afternoon, worked as a "traveler" sent by staffing agencies to hospitals around the country, usually for temporary jobs. Federal prosecutors say he has worked in at least six states since 2007.

Although authorities haven't publicly identified the other states, health officials in Michigan, Maryland, Kansas and New York have confirmed his employment.

Former co-workers in other states told investigators that Kwiatkowski was known for telling false stories, including saying that he had cancer. According to court documents, he was fired for falsifying his time sheets at one hospital, was accused of stealing an anesthetic drug from a hospital operating room in 2008 and aroused significant suspicion in Exeter, where co-workers said he sometimes looked like he was "on something."

Kwiatkowski told investigators he did not steal drugs, is "not a shooter" and is scared of needles, according to court documents.

In a statement Tuesday, Exeter Hospital said it was sad that those who reportedly noticed cases of drug diversion apparently failed to report them to law enforcement.

"This inaction allegedly resulted in Kwiatkowski being able to secure employment in other hospitals around the country, including Exeter Hospital, resulting in this hepatitis C outbreak that has touched thousands of individuals across the New Hampshire seacoast and beyond."

Montero said the state will be sending letters to affected patients this week inviting them to a public forum Thursday night at Exeter High School. Testing clinics will be held Saturday, Sunday, Monday and Tuesday at the school where officials will be using a rapid-response blood test that will give results in 20 minutes rather than the customary several days or weeks. Those who test positive will need additional testing, however, Montero said.

WASHINGTON -- For several days this month, Greenland's surface ice cover melted over a larger area than at any time in more than 30 years of satellite observations. Nearly the entire ice cover of Greenland, from its thin, low-lying coastal edges to its 2-mile-thick center, experienced some degree of melting at its surface, according to measurements from three independent satellites analyzed by NASA and university scientists.

On average in the summer, about half of the surface of Greenland's ice sheet naturally melts. At high elevations, most of that melt water quickly refreezes in place. Near the coast, some of the melt water is retained by the ice sheet and the rest is lost to the ocean. But this year the extent of ice melting at or near the surface jumped dramatically. According to satellite data, an estimated 97 percent of the ice sheet surface thawed at some point in mid-July.

Researchers have not yet determined whether this extensive melt event will affect the overall volume of ice loss this summer and contribute to sea level rise.

"The Greenland ice sheet is a vast area with a varied history of change. This event, combined with other natural but uncommon phenomena, such as the large calving event last week on Petermann Glacier, are part of a complex story," said Tom Wagner, NASA's cryosphere program manager in Washington. "Satellite observations are helping us understand how events like these may relate to one another as well as to the broader climate system."

Son Nghiem of NASA's Jet Propulsion Laboratory in Pasadena, Calif., was analyzing radar data from the Indian Space Research Organisation's (ISRO) Oceansat-2 satellite last week when he noticed that most of Greenland appeared to have undergone surface melting on July 12. Nghiem said, "This was so extraordinary that at first I questioned the result: was this real or was it due to a data error?"

Nghiem consulted with Dorothy Hall at NASA's Goddard Space Flight Center in Greenbelt, Md. Hall studies the surface temperature of Greenland using the Moderate-resolution Imaging Spectroradiometer (MODIS) on NASA's Terra and Aqua satellites. She confirmed that MODIS showed unusually high temperatures and that melt was extensive over the ice sheet surface.

Thomas Mote, a climatologist at the University of Georgia, Athens, Ga., and Marco Tedesco of City University of New York also confirmed the melt seen by Oceansat-2 and MODIS with passive-microwave satellite data from the Special Sensor Microwave Imager/Sounder on a U.S. Air Force meteorological satellite.

The melting spread quickly. Melt maps derived from the three satellites showed that on July 8, about 40 percent of the ice sheet's surface had melted. By July 12, 97 percent had melted.

This extreme melt event coincided with an unusually strong ridge of warm air, or a heat dome, over Greenland. The ridge was one of a series that has dominated Greenland's weather since the end of May. "Each successive ridge has been stronger than the previous one," said Mote. This latest heat dome started to move over Greenland on July 8, and then parked itself over the ice sheet about three days later. By July 16, it had begun to dissipate.

Even the area around Summit Station in central Greenland, which at 2 miles above sea level is near the highest point of the ice sheet, showed signs of melting. Such pronounced melting at Summit and across the ice sheet has not occurred since 1889, according to ice cores analyzed by Kaitlin Keegan at Dartmouth College in Hanover, N.H. A National Oceanic and Atmospheric Administration weather station at Summit confirmed air temperatures hovered above or within a degree of freezing for several hours July 11-12.

"Ice cores from Summit show that melting events of this type occur about once every 150 years on average. With the last one happening in 1889, this event is right on time," says Lora Koenig, a Goddard glaciologist and a member of the research team analyzing the satellite data. "But if we continue to observe melting events like this in upcoming years, it will be worrisome."

Nghiem's finding while analyzing Oceansat-2 data was the kind of benefit that NASA and ISRO had hoped to stimulate when they signed an agreement in March 2012 to cooperate on Oceansat-2 by sharing data.

The half-mill cut is on the portion of tax bills that repay bond debt, Finance Director Leanne Reece said. By using $3.9 million from the 2011-16 sales tax assigned to debt payment, and adding $2.1 million from savings in construction projects, commissioners were able to trim the county?s portion of the overall rate from 9.137 to 8.637 mills, she said.

?That basically equates to a $20 reduction on a $100,000 appraised value,? Reece said.

The tax rate also takes into account 2.28 percent growth in the county?s tax digest, Reece said. Commissioners initially budgeted based on 2 percent growth.

The ability to use sales taxes to repay bond debt is relatively new and is promoted less than the fund source?s use for capital projects, Commissioner Ron Thigpen said.

?It?s another positive impact that sometimes we don?t explain enough,? he said.

The county school board met earlier in the day and approved maintaining its current tax rate.

Europe?s drugs regulator has for the first time recommended a gene therapy medicine for approval.

Glybera, a treatment for patients who cannot produce enough of an enzyme crucial for breaking down fat, was backed by the European Medicines Agency's (EMA) Committee for Medicinal Products for Human Use (CHMP). This recommendation has to be endorsed by the European Commission before it becomes available, but it would be unusual for the Commission to reject the recommendation.

Gene therapy involves transferring genes into patients to treat their diseases. In this case Glybera uses a virus injected into a patient to deliver a working copy of a gene for producing lipoprotein lipase (LPL). LPL deficiency affect no more than one or two people in a million.

Back in 2004 China became the first country to approve a gene therapy product for commercial use, with a treatment for cancer. But Europe and the United States have yet to endorse any gene therapy treatments and the field has been plagued by issues such as carcinogenicity.

J?rn Aldag, chief executive of uniQure, the Amsterdam-based company that owns Glybera, says today?s announcement from the EMA is an ?overdue signal? to the gene therapy community that things are changing. ?It unlocks the potential,? he told Nature. ?You will see more investment coming.?

Glybera had previously received negative opinions from both the CHMP and the EMA Committee for Advanced Therapies (CAT), which advises on cutting edge treatments. However, after re-evaluating the treatment in just those patients who experience severe or multiple attacks of pancreatitis as a result of LPL deficiency, the CAT gave a positive opinion in June, and this has now been endorsed by the CHMP.

Tomas Salmonson, acting chairman of the CHMP, said in a statement that the ?established ways? of assessing the risks and benefits of Glybera had been challenged by the rarity of the condition and uncertainties in the data.

?The evaluation of this application has been a very complex process, but the use of Glybera in a more restricted indication than initially applied for, which targets the patient population with greatest need for treatment, and additional analyses by the [CAT] have added to the robustness of the data provided and allowed the CHMP to conclude that the benefits of Glybera are greater than its known risks,? he said.

The CHMP recommendation was eventually given only under an ?exceptional circumstances? designation. This allows a treatment to be approved in the absence of large scale clinical trials, and is used for therapies targeting diseases that affect only small numbers of patients where large-scale trials are near impossible. Glybera has been tested on 27 patients in three studies. UniQure will have to set up a registry to monitor what happens to patients taking the treatment, which will be reviewed by the EMA.

Hot on Glybera?s heels is another gene therapy treatment which targets the immunodeficiency disorder ADA-SCID. However this is an ?ex-vivo? treatment which involves performing gene therapy on a patient?s extracted bone marrow cells and then injecting them back into the patient.

Now being supported by London-based drug giant GlaxoSmithKline, this treatment is just behind Glybera in the approval process, says molecular biologist Fulvio Mavilio, scientific director of the French biotechnology institute Genethon and one of those working on the treatment.
