Syrian prime minister survives Damascus bombing, six die

BEIRUT (Reuters) - Syrian Prime Minister Wael al-Halki survived a bomb attack on his convoy in Damascus on Monday, state media and activists said, as rebels struck in the heart of President Bashar al-Assad's capital.

Six people were killed in the blast, the British-based Syrian Observatory for Human Rights said, the latest in a series of rebel attacks on government targets including a December bombing which wounded Assad's interior minister.

Halki wields little power but the attack highlighted the rebels' growing ability to target symbols of Assad's authority in a civil war which has cost more than 70,000 lives, according to the United Nations.

Assad picked Halki in August to replace Riyadh Hijab, who defected and escaped to neighboring Jordan just weeks after a Damascus bombing which killed four of the president's top security advisers.

In comments released by the state news agency SANA but not shown on television, Halki was quoted as condemning the attack as a sign of "bankruptcy and failure of the terrorist groups", a reference to the rebels battling to overthrow Assad.

The blast shook the Mezze district soon after 9 a.m. (2 a.m. ET) and sent thick black smoke into the sky. The Observatory said one man accompanying Halki was killed as well as five passers-by.

State television showed firemen hosing down the charred and mangled remains of a car. Close by was a large white bus, its windows blown out and its seats gutted by fire. Glass and debris were scattered across several lanes of a main road.

"The terrorist explosion in al-Mezze was an attempt to target the convoy of the prime minister. Doctor Wael al-Halki is well and not hurt at all," state television said.

It later broadcast footage of Halki, who appeared composed and unruffled, chairing what it said was an economic committee.

Mezze is part of a shrinking "Square of Security" in central Damascus, where many government and military institutions are based and where senior Syrian officials live.

Sheltered for nearly two years from the bloodshed and destruction ravaging much of the rest of Syria, it has been slowly sucked into violence as rebel forces based to the east of the capital launch mortar attacks and carry out bombings in the center.

CHEMICAL WEAPONS

Assad has lost control of large areas of northern and eastern Syria, faces a growing challenge in the southern province of Deraa, and is battling rebels in many cities.

But his forces have been waging powerful ground offensives, backed by artillery and air strikes, against rebel-held territory around the capital and near the central city of Homs which links Damascus to the heartland of Assad's minority Alawite sect in the mountains overlooking the Mediterranean.

As part of that counter-offensive, Assad's forces probably used chemical weapons, the United States said last week.

Despite congressional pressure on President Barack Obama to do more to help the rebels, he has made clear he is in no rush to intervene on the basis of evidence he said was preliminary.

Russia, which has criticized Western and Gulf Arab support for the anti-Assad fighters, said that attempts by Western countries to expand a U.N. inquiry into chemical weapons in Syria amounted to a pretext to intervene in the civil war.

"There is not always a basis for the allegations (of the use of chemical weapons)," Russian Foreign Minister Sergei Lavrov told a news conference on Monday after meeting the head of the African Union Commission.

"There are probably governments and a number of external players who believe that it is fine to use any means to overthrow the Syrian regime. But the theme of the use of weapons of mass destruction is too serious and we shouldn't joke about it. To take advantage of it (to advance) geopolitical goals is not acceptable."

The United Nations said in February that around 70,000 people had been killed in Syria's conflict. Since then activists have reported daily death tolls of between 100 and 200.

Five million people have fled their homes, including 1.4 million refugees in nearby countries, and war losses are estimated at many tens of billions of dollars.

The Beirut-based U.N. Economic and Social Commission for Western Asia estimates that 400,000 houses have been completely destroyed, 300,000 partially destroyed and a further half million have suffered some kind of structural damage.

The National Grilled Cheese Month is coming to an end soon but I still have a few grilled cheese sandwiches up my sleeves including this tasty BBQ pulled pork grilled cheese! In my opinion it is hard to go wrong combining succulent pulled pork in a sweet, tangy and spicy BBQ sauce and then smothering it in ooey gooey melted cheese! BBQ pulled pork sandwiches are often served with the addition of a cool and creamy coleslaw right in the sandwich and I see nothing wrong with adding some to the grilled cheese version either, though it does make for a slightly messier sandwich. The next time you make some pulled pork, make a lot to ensure that you have some leftovers for these BBQ pulled pork grilled cheese sandwiches!

Ingredients
  • 1 tablespoon butter
  • 2 slices bread
  • 2 slices cheddar (or 1/2 cup shredded)
  • 1/2 cup pulled pork, warm
  • 1 tablespoon BBQ sauce (or to taste)
  • 2 tablespoons coleslaw (optional)
Directions
  1. Heat a pan over medium heat.
  2. Butter one side of each slice of bread, place one slice in the pan with buttered side down, top with half of the cheese, the mixture of the pork and BBQ sauce, the coleslaw, the remaining cheese and finally the other slice of bread with buttered side up.
  3. Grill until golden brown on both sides and the cheese is melted, about 2-4 minutes per side.

Bombing shifts Mass. Senate race before primaries

(AP) ? Even before the explosions, polling suggested that Massachusetts voters weren't excited about the looming special election to replace former U.S. Sen. John Kerry.

But in the days after bombs ripped through the Boston Marathon's crowded streets, politics were all but forgotten as authorities launched an unprecedented manhunt and a region grappled with terror. It didn't matter that competitive primary contests were 15 days away; everything was put on hold.

"There are things that are more important than campaigning and that horrific event was clearly one of them," said U.S. Rep. Ed Markey, who is competing against U.S. Rep. Stephen Lynch for the Democratic nomination to replace Kerry, now the secretary of state.

After suspending political activities for roughly a week, the candidates have been forced to walk a delicate balance as they engage voters ahead of Tuesday's Republican and Democratic primaries. They have largely avoided the site of the attack out of sensitivity for victims, but some have tweaked campaign advertising to address the bombing, highlighted their national security credentials and tried to use the sudden focus on terrorism to shift the direction of the race.

"It completely changed the landscape," Lynch aide Scott Ferson said of the bombing.

Indeed, a campaign once dominated by debates about the environment, health care and women's rights has become more focused on enemy combatants, Miranda rights and counterterrorism agencies. Some candidates welcomed the shift.

On the Democratic side, Lynch has seized on national security in recent days to attack Markey, thought to be the front-runner. One of the most memorable moments in last week's Democratic debate, just a week after the bombing, focused on support for federal security efforts

"Unlike my colleague Mr. Markey, I've actually voted for the Department of Homeland Security appropriations bills," Lynch charged.

Markey responded: "He's taking a page right out of the Karl Rove swift boat playbook, and it's very sad, especially just one week after what just happened in Boston, Cambridge and Watertown."

Through Tuesday's primary election, Markey outspent Lynch on television advertising $1.7 million to $1.2 million, according to advertising figures obtained by The Associated Press. But only Lynch focused on the bombings in a television ad that blanketed the state last week, while Markey focused on traditional Democratic priorities such as women's reproductive rights.

"We hold in our hearts those we lost, but we will get through this together and work toward a brighter day," Lynch says in the campaign ad.

But Lynch was forced to distance himself last week from a so-called robo-call made on his behalf by the leader of an ironworkers' union, who mentions the bombings while encouraging voters to support someone who "understands the day-to-day problems facing working families." It was an awkward moment for the Lynch campaign, which called on the group to stop the calls.

But it's unclear how many people were paying attention.

"Whatever momentum this primary had ? and it didn't have a lot ? was totally exhausted by the bombing," Massachusetts Secretary of State William Galvin said.

Weeks before the blasts, Steve Koczela, president of MassINC Polling Group, found that more than 40 percent of likely Democratic voters and nearly 50 percent of likely Republican voters hadn't settled on a candidate.

"It just doesn't seem like ? even as of the last poll ? people were really paying attention to who was running," Koczela said. "There's room for any of the candidates to make a move."

On the Republican side in particular, the recent violence shifted the contours of the contest.

GOP candidate Gabriel Gomez, a former Navy SEAL, finished running the marathon minutes before the bombs exploded along the finish line, killing three and injuring more than 260.

Like other candidates, Gomez immediately pulled television ads off the air and suspended campaign activities. He said he was focused on being respectful as he eased back into campaigning the following weekend.

"We can't let the terrorists win and completely suspend what is fundamental right in the United States," Gomez said.

He charged that President Barack Obama's administration should have designated 19-year-old suspect Dzhohkar Tsarnaev an "enemy combatant" and tried him outside the traditional criminal justice system.

Another GOP candidate, Mike Sullivan, says the federal government should have denied Tsarnaev his Miranda rights, tried him as an enemy combatant and revoked his U.S. citizenship.

"Our first concern must always be preventing future terrorist acts against our people," said Sullivan, a former U.S. attorney whose campaign has been reminding people that he previously led the prosecution of shoe bomber Richard Reid.

Republican candidate Dan Winslow, a former judge and chief legal counsel under former Gov. Mitt Romney, said the entire GOP field has experience with national security.

"We've got a Navy SEAL, a former prosecutor and a former judge all in the field for Republicans," Winslow said. "I think we all have our own credentials. The key is, Who's got the better ideas? Who's got the better electability in June?"

The key may also be which candidate can get his supporters to get to the polls as the bombing continues to dominate attention in Massachusetts. State officials were already predicting a low turnout, likely less than 20 percent of eligible voters, even before the attack.

Wendy Becker, 45, of Newton, was among the thousands who visited the bomb site in Copley Square late last week. A registered voter, she said she didn't know the primaries were happening so soon.

"I didn't even know it was Tuesday and haven't cared," she said, noting that her little brother and brother-in-law ran in the marathon. She's been glued to the television coverage of the aftermath ever since.

The general election, featuring the primary winners, is scheduled for June 25.

Manchin: Gun bill to be reintroduced

WASHINGTON (AP) ? One of the architects of failed gun control legislation says he's bringing it back.

Sen. Joe Manchin on Sunday said he would re-introduce a measure that would require criminal and mental health background checks for gun buyers at shows and online. The West Virginia Democrat says that if lawmakers read the bill, they will support it.

Manchin sponsored a previous version of the measure with Republican Sen. Pat Toomey of Pennsylvania. It failed.

Manchin says there was confusion over what was in the bill.

In the wake of last year's school shooting in Newtown, Conn., Congress took up gun control legislation, but it was blocked by supporters of the powerful pro-gun lobby, the National Rifle Association.

Manchin appeared on "Fox News Sunday."

Hubble brings faraway comet into view

The NASA Hubble Space Telescope has given astronomers their clearest view yet of Comet ISON, a newly-discovered sun grazer comet that may light up the sky later this year, or come so close to the Sun that it disintegrates. A University of Maryland-led research team is closely following ISON, which offers a rare opportunity to witness a comet's evolution as it makes its first-ever journey through the inner solar system.

Like all comets, ISON is a "dirty snowball" ? a clump of frozen gases mixed with dust, formed in a distant reach of the solar system, traveling on an orbit influenced by the gravitational pull of the Sun and its planets. ISON's orbit will bring it to a perihelion, or maximum approach to the Sun, of 700,000 miles on November 28, said Maryland assistant research scientist Michael S. Kelley.

This image was made on April 10, when ISON was some 386 million miles from the Sun ? slightly closer to the Sun than the planet Jupiter. Comets become more active as they near the inner solar system, where the Sun's heat evaporates their ices into jets of gases and dust. But even at this great distance ISON is already active, with a strong jet blasting dust particles off its nucleus. As these dust particles shimmer in reflected sunlight, a portion of the comet's tail becomes visible in the Hubble image.

Next week while the Hubble still has the comet in view, the Maryland team will use the space telescope to gather information about ISON's gases.

"We want to look for the ratio of the three dominant ices, water, frozen carbon monoxide, and frozen carbon dioxide, or dry ice," said Maryland astronomy Prof. Michael A'Hearn. "That can tell us the temperature at which the comet formed, and with that temperature, we can then say where in the solar system it formed."

The Maryland team will use both the Hubble Space Telescope and the instruments on the Deep Impact space craft to continue to follow ISON as it travels toward its November close up (perihelion) with the sun.

Starbucks, under fire in UK, seeks U.S. tax breaks

WASHINGTON (Reuters) - Coffee chain Starbucks Corp , which has faced criticism for its low tax rate in Britain, has sought new tax breaks in the United States in comments to a congressional committee.

As U.S. lawmakers move closer to possibly overhauling the tax code for the first time since 1986, scores of companies and interest groups have submitted comments to the tax law-writing Ways and Means Committee in the U.S. House of Representatives.

Ways and Means Chairman Dave Camp, a Republican, has vowed to introduce tax code overhaul legislation this year.

Like other companies with substantial foreign profits, Starbucks wants profits made outside U.S. borders to be spared, in whole or in part, from the U.S. corporate income tax. Starbucks expressed support in its comment letter for a territorial tax system that would permit this.

More particular to Starbucks itself, the company also asked for expanded tax breaks for the royalties it pays to entities that operate many of its stores outside the United States

Tax economist Martin Sullivan, a former Treasury Department official who has testified in hearings for Democrats, said the Starbucks proposal would move policy in the wrong direction.

"In a principled territorial system, all royalties would be subject to tax because they are deductible in a foreign jurisdiction," Sullivan said. "Otherwise that income is not taxed anywhere."

Tax treatment of royalties for the use of intellectual property, such as the brand, were a part of the controversy in Britain.

Starbucks spokesman Corey duBrowa said in an email: "We are simply seeking a level playing field and fair treatment of income from royalties for U.S. tax purposes regardless of business structure."

Starbucks said it pays a high effective U.S. tax rate of 32 percent, near the statutory rate of 35 percent. Many U.S. companies, by taking advantage of the many tax breaks available in the code, pay far lower effective rates.

Starbucks has faced months of controversy in Britain and elsewhere in Europe, over reports that it has paid little or nothing in corporation tax in some EU countries.

Jason Heyward put on DL after appendectomy

DENVER (AP) ? Atlanta Braves right fielder Jason Heyward was placed on the 15-day disabled list on Tuesday after an appendectomy.

The team said late Monday that Heyward had surgery at Rose Medical Center in Denver.

Manager Fredi Gonzalez said before the opener of Tuesday's day-night doubleheader against Colorado that there was no set timetable for Heyward's return. The Braves recalled infielder Tyler Pastornicky from Triple A Gwinnett to fill Heyward's roster spot.

Heyward was off to a slow start, batting .121 with two homers and five RBIs. Still, the Braves began the day with a 13-5 record.

"A couple of days ago when we were in Pittsburgh, he felt like he had some stomach fires going," Gonzalez said, "and then it just kept getting more localized, moving to his right side."

After Monday night's game was postponed due to snow and the Braves returned to their hotel in Denver, Heyward called team trainers and said pain in his right side had become acute.

Team physician Dr. Joe Chandler examined Heyward, and tests revealed the problem with his appendix. Chandler accompanied Heyward to the hospital, with the Rockies medical staff helping smooth the admission process.

"Everything went well," Gonzalez said. "Dr. Chandler was here and he did a terrific job. The doctors from the Rockies helped out and got him into the hospital here. They got him in and got him out (of surgery) in about 45 minutes."

Gonzalez said he had a chance to visit with Heyward in the hospital before coming to the ballpark.

"He was in good spirits, beat up a little bit, as you can expect, from the surgery," Gonzalez said. "He's just drained."

Gonzalez expects Reed Johnson and Jordan Schafer will see time in right field in Heyward's absence. Johnson was scheduled to start Tuesday's opener.

Left fielder Justin Upton has played right field in the past.

"Justin is doing a great job in left field and why would I want to move him back for 10-12 days? He's getting used to that left-field position, so we'll just leave him there," Gonzalez said.

Gonzalez said Heyward may be discharged from the hospital as soon as Tuesday night but may remain in Denver for a day or two before flying back to Atlanta. Heyward won't be going with the team when it leaves after Wednesday's game for Detroit.

Google Fiber for iPad hits the app store

Let it never be said that Google doesn't show its iOS-toting fans love. Even when it's not bringing apps to Apple's platform first, it usually makes sure to offer its wares on the competing ecosystem. It may have taken a while, but the Google Fiber remote app is now available outside of Android land. You'll need to have an iPad (sorry, no pocketable version here), but just like its Jelly Bean-bound cousin, you can change channels, schedule recordings and fire up on-demand programming. The free app is available now through iTunes, though, it obviously won't do you much good outside of Google Fiber's limited coverage area.

Cyber vulnerabilities found in Navy's newest warship: official

WASHINGTON (Reuters) - The computer network on the U.S. Navy's newest class of coastal warships showed vulnerabilities in Navy cybersecurity tests, but the issues were not severe enough to prevent an eight-month deployment to Singapore, a Navy official said on Tuesday.

A Navy team of computer hacking experts found some deficiencies when assigned to try to penetrate the network of the USS Freedom, the lead vessel in the $37 billion Littoral Combat Ship program, said the official, who spoke on condition of anonymity.

The Freedom arrived in Singapore last week for an eight-month stay, which its builder, Lockheed Martin Corp., hopes will stimulate Asian demand for the fast, agile and stealthy ships.

"We do these types of inspections across the fleet to find individual vulnerabilities, as well as fleet-wide trends," said the official.

Cybersecurity is a major priority for the Navy, which relies heavily on communications and satellite networks for its weapons systems and situational awareness.

Defense Department spokeswoman Jennifer Elzea said the Pentagon's chief weapons test agency addressed "information assurance vulnerabilities" for the Littoral Combat Ship in an assessment provided to the Navy.

"The details of that assessment are classified," Elzea said.

Lockheed spokesman Keith Little said the company was working with the Navy to ensure that USS Freedom's networks were secure during the deployment.

The Navy plans to buy 52 of the new LCS warships in coming years, including some of Lockheed's steel monohull design and some of an aluminum-hulled LCS trimaran design built by Australia's Austal. The ships are designed for combat and other missions in shallower waters close to shore.

Freedom's first operational deployment was in the Caribbean Sea in 2010, where the ship participated in four drug transport busts and captured a total of five tons of cocaine.

North Korea readies short-range missile launchers

On Sunday, North Korea appeared to be planning a missile test launch and moved two short-range Scud missile launchers to its east coast. On Saturday, North Korea reiterated it would not give up its nuclear weapons.

North?Korea?has moved two short-range missile launchers to its?east coast, apparently indicating it is pushing ahead with preparations for a test launch, a South Korean news agency reported on Sunday.

South?Korea?and its allies have been expecting some sort of?North?Korean missile launch during weeks of heightened hostility on the Korean peninsula.

An unidentified South Korean military source told the South's Yonhap news agency that satellite imagery showed that?North?Korean forces had moved two mobile missile launchers for short-range?Scud?missiles to?South Hamgyeong?province.

"The military is closely watching the?North's latest preparations for a missile launch," the source said.

The?North?moved two mid-range Musudan missiles in early April and placed seven mobile launchers in the same area, Yonhap said. A?North?Korean show of force could be staged to coincide with the anniversary of the founding of its?army?on April 25.

A?South Korean Defence Ministry?official said he could not confirm the news report and said there had been no sign of unusual activity in?North?Korea.?North?Korea?fairly regularly test-fires short-range missiles in the sea off itseast coast.

French gay marriage foes demonstrate in Paris

PARIS (AP) ? Tens of thousands of demonstrators have taken to sunny Paris boulevards to protest a bill that would legalize gay marriage.

The march wound its way across the Left Bank and was expected to culminate in a gathering on the vast Invalides esplanade Sunday evening.

A heavy police presence was deployed along the route. Previous anti-gay marriage protests in recent weeks have degenerated into violence. A counterdemonstration by those in favor of the bill was organized across the Seine river on the large Bastille square.

Polls have shown a narrow majority of French support legalizing gay marriage, though that support falls when questions about adoption and conception of children come into play.
